Evolution of a Movement: Four Decades of California Environmental Justice Activism
Despite living and working in California, one of the county's most environmentally progressive states, environmental justice activists have spent decades fighting for clean air to breathe, clean water to drink, and safe, healthy communities. Evolution of a Movement tells their story—from the often-raucous protests of the 1980s and 1990s to activists' growing presence inside the halls of the state capitol in the 2000s and 2010s. Tracy E. Perkins traces how shifting political contexts combined with activists' own efforts to institutionalize their work within nonprofits and state structures.
Drawing on case studies and 125 interviews with activists from Sacramento to the California-Mexico border, Perkins explores the successes and failures of the environmental justice movement in California. She shows why some activists have moved away from the disruptive "outsider" political tactics common in the movement's early days and embraced traditional political channels of policy advocacy, electoral politics, and working from within the state's political system to enact change. Although some see these changes as a sign of the growing sophistication of the environmental justice movement, others point to the potential of such changes to blunt grassroots power. At a time when environmental justice scholars and activists face pressing questions about the best route for effecting meaningful change, this book provides insight into the strengths and limitations of social movement institutionalization.

Shipping & Returns
We do not ship plants.Â
All orders are processed within 1 to 5 business days (excluding weekends and holidays) after receiving your order confirmation email. You will receive an email notification once your order has shipped.
Orders placed over the weekend will be reviewed on Tuesday of the following week. Please note we do not have staff onsite Sundays and Mondays.Â
In-store pickup
Your order will be prepared and ready for pick up usually within 3 business days. You will receive a "Ready for Pickup" email when your order is ready.Â
Our in-store pickup hours are 8:30am-4:00pm on Tuesday-Saturday. Please have your order confirmation email when you arrive. Orders not picked up within 7 days will be refunded minus a 25% restocking fee on plants.Â
How do I check the status of my order once it has shipped?
When your order has shipped, you will receive an email notification with a USPS tracking number. Please allow 48 hours for the tracking information to become available.
If you haven’t received your order within 7 days after receiving your shipping confirmation email, please contact us at store@theodorepayne.org with your name and order number, and we will look into it for you.Â
Local delivery We do not offer local delivery.

Shipping to P.O. boxes USPS orders can be shipped to P.O. boxes.Â
Returns &Â Exchanges
We accept returns and exchanges within 14 days after receipt for eligible items which are like-new and in their original condition, unused, unwashed, and undamaged. Original shipping fees are non-refundable. We are not responsible for any lost or stolen packages.
If your order is damaged or defective upon arrival, please email store@theodorepayne.org as soon as possible to organize a replacement. We address these on a case-by-case basis but will try our best to work towards a satisfactory solution.
